California tribes will receive $60.5 million in state grants for housing and climate projects, with most of the funding directed toward the upfront costs of developing affordable housing. The California Strategic Growth Council approved the awards on Oct. 28 for 40 projects representing 36 tribes. The funding includes the first awards through the Tribal Pre-Development Housing program, which is designed to help tribes cover early-stage expenses such as planning, site work, and engineering before construction can begin.
Tribal leaders have long pointed out that affordable housing on tribal lands often stalls before ground is broken because pre-development costs are difficult to cover. The new grants aim to close that gap by providing money at the stage when projects are most vulnerable. The climate portion of the funding will support projects such as wildfire resilience, water infrastructure, and energy efficiency improvements.
The awards arrive as tribes across the state continue to face housing shortages and rising climate risks. Council officials said the projects were selected based on need, readiness, and community impact. Several tribes receiving grants plan to build or rehabilitate homes for elders and families on waiting lists that have grown for years. Other projects focus on protecting tribal lands and cultural sites from flooding and fire.
The Strategic Growth Council said it expects the funding to leverage additional investment and move long-delayed projects into construction. Tribal representatives welcomed the awards and said the money addresses a persistent barrier that has kept affordable housing out of reach for many Native communities.
