A new chapter in real estate data policy begins Monday as UAD 3.6 takes effect, a change that appraisers argue runs counter to the industry's broader push toward stronger data privacy protections.
At the center of the dispute is Certification 25, which broadens the rights of lenders, government-sponsored enterprises, and vendors to reuse appraisal data. Critics say the expanded permissions give outside parties wider latitude to repurpose information that appraisers collect during property inspections, often without clear limits on how far that reuse can extend.
Appraisers have spent years calling for tighter controls over their reports, arguing that appraisal data can reveal sensitive details about properties and the people who own them. They contend that allowing lenders and vendors to circulate and repurpose that material creates risks that run against the direction much of the housing industry has taken on consumer privacy.
Supporters of the change describe it as a practical update that reduces duplication and makes appraisal workflows more efficient across the mortgage process. They say consistent data standards help lenders and investors evaluate properties more reliably.
The tension reflects a wider question facing real estate: whether efficiency and privacy can be balanced as more transaction data moves through digital pipelines. For appraisers, Monday marks the start of a new compliance era, and many are watching closely to see how the expanded data rights play out in practice.
