Salem Real Estate: Investment Grows While Affordability Stays Out of Reach

Salem's real estate market is showing a split picture. Money is still flowing into the city, with investors active and development projects moving forward. At the same time, buying a home remains difficult for many residents, and the gap between investment activity and what people can actually afford is not closing.

Research on the Salem market points to several pressures keeping affordability stuck. Home prices remain high, and mortgage payments have grown heavier for buyers. Redevelopment costs add another layer, since older properties often need significant work before they can be sold or rented at a reasonable price. Those expenses tend to get passed along, which pushes costs higher rather than lower.

The result is a market where capital keeps moving but access stays limited. Investors can absorb the costs and wait for returns, while ordinary buyers face stiff competition and tight budgets. Even as new money enters the city, the practical question of whether a household can afford to live there remains unanswered for many.

Observers note that investment alone will not solve the problem. Without more housing supply and ways to keep development costs in check, Salem risks continuing the same pattern: steady investment on one side, persistent affordability barriers on the other.
